PROGRAM SUMMARY:
The national High Intensity Drug Trafficking Area (HIDTA) program was created by Congress with the Anti-Drug Abuse Act of 1988 and provides assistance to federal, state, local, and tribal law enforcement agencies operating in areas determined to be critical drug trafficking regions of the U.S. The national HIDTA program is overseen by the Office of National Drug Control Policy (ONDCP), within the Executive Office of the President. The purpose of the program is to reduce trafficking and production in the U.S. The Central Valley, California (CVC) HIDTA program was officially designated in 1999 and currently includes 12 counties.

POSITION SUMMARY:
The CVC HIDTA Program Manager is responsible to the CVC HIDTA Executive Director and Executive Board on policy and program related issues. The Program Manager duties include program administration and management as specified by the CVC HIDTA Executive Director.

The Program Manager receives policy guidance from the CVC HIDTA Executive Board and appropriate subcommittees and works independently for the CVC HIDTA Executive Director. The Program Manager ensures continuity of operations and compliance with CVC HIDTA program priorities, objectives and requirements. The Program Manager is a member of the CVC HIDTA Executive Director’s staff and provides staff level services to include budget formulation and execution; management of designated program operations; program evaluations and analysis; and policy adherence and oversight. This position ensures compliance with CVC HIDTA priorities, objectives, outputs and desired outcomes. The Program Manager assists the Executive Director as required to achieve the CVC HIDTA program’s vision and mission.

RESPONSIBILITIES (not intended to be all-inclusive):
1. Oversees the general needs of the CVC HIDTA training program; conducts an annual training needs assessment; in conjunction with initiative commanders, reviews and makes appropriate
decisions regarding training requests and proposals; represents the CVC HIDTA at national Training Coordinator meetings.
2. Designated as the CVC HIDTA Performance Management Process (PMP) Coordinator; responsible for all aspects of performance management to include: review of drug trafficking organization (DTO) and money laundering organization (MLO) designations and database entries, quarterly reporting, PMP system user management and training; promotes, develops and maintains a system for tracking operational and statistical performance data needed by the HIDTA and/or participating HIDTA agencies; represents the CVC HIDTA at national PMP user group meetings and assists in the production of the PMP system where required.
3. In conjunction with the ISC Manager, serves as the designated representative and liaison to the SSO for personnel and inter-agency matters for SSO contractors assigned to the ISC and CVC HIDTA. Manage other independent contractors, and employees of member military and public safety agencies assigned to the CVC HIDTA.
4. As delegated by the Executive Director, initiates, reviews and approves personnel transactions, training requests, travel requests and claims, purchases of standard complement equipment, data processing equipment and specialized surveillance equipment.
5. Assists in planning innovative, comprehensive programs to meet the drug and regional crime threat as well as promoting the CVC HIDTA’s enforcement and intelligence strategies.
6. Plans for future requirements and develops short, medium and long term plans to meet the CVC HIDTA mission.
7. Fosters, develops and maintains cooperative partnerships with federal, state and local agencies and institutions to promote and enhance communications between CVC HIDTA programs and initiatives.
8. Plans, develops, coordinates and executes the annual CVC HIDTA self-review program to include evaluating all aspects of the CVC HIDTA operation, including resource allocation, organizational structure, product quality, and the collection and use of criminal intelligence and criminal information; then based on said review and evaluation, make appropriate recommendations to the Executive Director of the CVC HIDTA.
9. Assists as directed in formulating policies and implementing strategic planning for the CVC HIDTA Executive Director and Executive Board.
10. Provides general oversight and coordination for the preparation of annual Initiative Description and Budget Proposals. Determines initiative Performance measures in accordance with ONDCP mandates while ensuring that priorities and objectives are clearly identified, realistic and consistent with other HIDTA programs and initiatives. Assists the Executive Director’s Fiscal/Program Officer by providing advice, guidance and assistance to initiative commanders during their preparation of their CVC HIDTA budgets.
11. The primary editor of the Executive Annual Report, Annual Threat Assessment and other documents as required.
12. Determines and coordinates the requirement for automation and technology resources for the ISC and CVC HIDTA initiatives.
13. Represents the CVC HIDTA program and Executive Director by participating in law enforcement meetings, intelligence-related meetings, briefings and community forums in furtherance of the CVC HIDTA mission.
14. Assists the Executive Director as required with overall program administrative issues which may include drafting and responding to ONDCP/HIDTA correspondence, reviewing, planning, organizing, and implementing programmatic changes, analyzing and suggesting solutions to management issues, plus oversight and analysis of initiative budgets.
15. Other duties as required to achieve the CVC HIDTA mission.
16. In the absence of the Executive Director, the Program Manager shall assume the Executive Director’s responsibilities.
Qualifications QUALIFICATIONS:
Education and Professional Experience
• A Bachelor’s Degree in criminal justice, public administration or a similarly related discipline from an accredited college or university, or a combination of law enforcement and analytical experience, training and education that would likely provide the knowledge, skills and abilities required for the position;
• At least ten years of recent experience in a criminal justice agency; preferably with five years of management experience;
• Drug and gang law enforcement and analytical experience;
Knowledge and Skills
• Knowledge of drug related crimes from investigation through prosecution;
• Familiarity with national and regional intelligence organizations, sources and procedures;
• Exceptional interpersonal skills and negotiation;
• The ability to communicate effectively in written and verbal forms;
• Budget experience and knowledge of accounting practices;
• Excellent working knowledge of Microsoft Word, PowerPoint, Excel, and Outlook;
• Ability to plan, write, and prepare extensive reports and documents, to include grant writing;
• Strong project management, coordination and implementation skills;
• Proficiency in data collection, analysis, and interpretation.
ADDITIONAL REQUIREMENTS:
• Must possess a valid driver’s license;
• Must be a U.S. citizen;
• Must be able to obtain and maintain a secret, federal level security clearance;
• Must be able to travel occasionally by air and personal vehicle for training, meetings, and other program needs.
Compensation step 1 on the federal pay scale (presently $99,429)
How to Apply APPOINTMENT:
This position is federally funded, but the selected candidate will not be considered a federal, state, or local agency employee for employment purposes. The Program Manager will report to the CVC HIDTA Executive Director and will serve by virtue of an annual renewable contract based on performance and the availability of continued funding.
The Program Manager will be required to comply with all requirements for employment established by the CVC HIDTA Executive Director, Executive Board, ONDCP and the Sacramento Sheriff’s Office.
